I just downloaded this game yesterday and I've played it a few times against AI. I am unable to create teams and therefore playing with two people on my computer is impossible. There is only one default team and the button for creating a new team is grayed out. Is that how the game is supposed to be or am I doing something wrong?

Go back to the main menu (the startup screen) and click on the spanner icon in the top right. You'll be able to create teams there. The controls are locked when you're already in the game setup screen due to some issues we haven't solved yet (it's quite complicated if you edit teams while they're added to the game etc.).
