[Bug] [Fixed] Crate costs in Construction Mode are all the same

In Construction Mode, the cost for weapon crates is 30 for all weapons and for utility crates it is 20 for all utilities.
This is bad, the costs were different between weapon and utility types in 0.9.21.
I tested changeset fcbdee9cdd74 (some changeset after 2nd Beta for 0.9.22) for testing.
The bug does not occour in 0.9.21.

It's strange since the only changes I made to construction post-release was updating it for the new PlaceSprite syntax, and fixing line endings.
